Would you be able to use the frey b/c/f when attacking with
sfsm055 Doctor Octopus multi attack? If not can you explain why? Still trying to get an understanding for the rules.
BCF only works when given a CLOSE action. Doc Ock's multi attack is granted from a POWER action. Since attacks are different from actions, he can't use BCF.
BLADES/CLAWS/FANGS When this character hits and would deal normal damage during a CLOSE action, you may roll a d6. If you do, deal damage equal to the result instead of normal damage. Minimum result is this character’s printed damage value -1.
THE ARMS OF THE OCTOPUS: At the beginning of your turn, place up to 2 Tentacle Pair tokens on this card (maximum 2). Modify Doctor Octopus' defense value by +1 for every Tentacle Pair token on this card. Give Doctor Octopus a power action, remove 1 or 2 Tentacle Pair Tokens from this card, and until your next turn: Doctor Octopus can use the Giant Reach ability, locks his damage value at his printed value, and can use Flurry once as a free action for each Tentacle Pair token you removed from this card.

Just to add on this guy too...if you are using this Doc Ock (the LE) then the answer is technically yes. Flurry is a CLOSE action that he gets to use as FREE. B/C/F would activate however due to the special nature of this flurry, he would have to use the locked damage value instead of Blades.

Is this true? Because if it is, that means Quicksilver could use frey.
I assumed he couldn't because of the consensus on Doc Ock.

However, something horrifying just occurred to me. If Quicksilver can't use frey, then Dark Angel Can't use his own BFC with his HSS.
