Would the range attack that you can make with this power use Thor's powers? Since he has Psychic Blast would the attack deal penetrating damage?

It is a FREE action that gives him a ranged attack. You can not use it to activate other powers that require their own action to activate.

I think you would only get the +1 to attack though as the power says it deal 3 damage and not his damage value

You can still choose to modify his damage value with the trait. It just wouldn't accomplish much, under normal circumstances.
