So if Bunker has the relic assigned to him, and you choose not to remove barrier next turn, do you get to use incapacitate again?
Nothing would prevent you from using Incap again next turn, you'd just have to activate Barrier again since that's the requirement to use incap as a free action.

But Bunker's Barrier stays on the map until it is destroyed or you use the power again. I'm asking if you just leave his barrier on the map from the previous turn, and there's an opposing character still adjacent to it, do you still get to use the Free Incap from the relic.
They stay on the map, but that doesn't mean you just used it. The trigger to the free incap is when the character uses Barrier. So, in order to get the Free incap, you have to use Barrier.

You're not *using* Barrier just because the markers remain. As the power states, *using* Barrier is the requirement for the Incapacitate.
