1. If Commissioner Gordon and another friendly character trigger Police Team ability for attack, can the player choose to activate Commissioner Gordon Police Team ability first in order to use LIFE ON THE STREETS , before it "checks" for other friendly characters using police team ability?
2. If Commissioner Gordon and another friendly character use Enhancement, can the player choose to activate Commissioner Gordon COMMANDING AUTHORITY first, before it "checks" for other friendly characters using Enhancement?
1. The Power says 'Only', not 'first', this would not double up.
2. This one would be able to 'double up' with another.
I don't believe PD or Enhancement are "activated" per se. They are modifiers that happen in a static fashion and are only factored when the values are calculated.
As indicated by Sassamo to your first question, no this can not be paired with another.
For the 2nd question I am not certain how this works. Again the use happens in no order they are simply factored as needed. Not sure if the Commish with another character would disqualify Gordon's use or if it only matters whether it was used for a previous attack.
POLICE - When an adjacent friendly character makes a range attack, modify the target’s defense -1 if the target is within line of fire of this character.
The PD TA is a trigger. When you make the attack, all applicable effects trigger. You may choose to resolve Jim's PD trigger first, but if there are other PD's adjacent to the attacker, they will also trigger. The effect is not optional, so once another PD trigger resolves, Jim's extra modifier goes away..

When Jim was released, Enhancement was a trigger, but now it's a passive effect. It ends up being pretty much the same as his PD use, however. If there's another Enhancement user adjacent to the attack, they will also apply their modifier, making Jim lose his.
In other words, don't bother putting him near other PD/Enhancement users.
