I haven't used this figure yet, but I think the non-range TMNT4 Foot Soldiers (Axe, Hammer) to be less useful than the ranged options (Boomerang, Dynamite). Generally: the Foot Soldiers are very slow to deploy, and it is difficult for them to do damage (lower attacks, unreliable damage output) with unreliable special attack powers. The short dials also mean that they can only ever give 1 Opportunity token to the TMNT4 Foot Elites, and they may not even give that if they don't get KOed because of the SCREEN'S EDGE trait. There best use is to contribute to theme team bonuses, and assist with TTPC. Investing in either figures with more offense, or figures that can contribute more Opportunity tokens for Foot Elites (3 Suited Henchmen v. 1 Foot Soldier) is probably a better choice.
