The Fast Forces of Teenage Mutant Ninja Turtles: Unplugged comes with a set of individual bystander tokens that are printed on cardboard. These are not generated and must be added to your starting force by paying their point cost during force construction.

Normally for generated bystanders, players are required to use proxies to represent the generated bystanders. Is it legal for players to use proxies for the cardboard bystanders that come in the TMNT fast forces set?

WK: No. For official WizKids events, players may not use proxies of the bystander tokens included in the Teenage Mutant Ninja Turtles: Unplugged Fast Forces set under any circumstance. Players must use the actual physical bystanders included in the Fast Forces set.
