Can Terror choose a power that the Henchman didn't end up on via his trait?

Yup. They're still somewhere on the dial, so Terror can choose them.

So theoretically I can take some of those colossal and take there powers too.
Even though it's not on they're retaliation dial.

If this is so Romulun commander has just got a lot more playable.

I used to do this with Morlocks (and sometimes Ravagers - though not as often). These guys are 5 points cheaper, which rocks!
