Does his trait deal damage if Relics or Resources grant powers?

I imagine no...since you're granted those powers but I just want to be sure.

No. The game effect must say "choose" and one of the choices must be a standard power.

New archaeological evidence suggests the game was ruined on November 13th, 2002, with the release of Clobberin' Time.

The choice is the thing.

Nothing about Skadi's Hammer involves any choice of powers. The character gets those extra powers to use and that's that.
