How would Zombie Abraham Lincoln's FOUR SCORE AND SEVEN YEARS AGO: ability interact with Giganto & Namor's BLOWHOLE: ability if Giganto & Namor rolls either a 4 or a 7? Are all targets given 1 action token, and are all hit targets given an additional action token?

Both effects would trigger and you could choose to give all hit characters up to two tokens.

Note that Zombie Lincoln's effect will trigger even if you miss, as long as the result is 4 or 7 but Blowhole requires you to hit.
