At the beginning of the game, roll a d6 that can't be rerolled and turn this dial to that click number.
Equip: Give a friendly character in this square or holding this object a power action to equip it. Opposing characters can KO this object only by using it in an object attack.
Effect: Give the equipped character a free action to choose one of the displayed powers. The equipped character can use the chosen power until your next turn and, immediately at the beginning of your turn, roll a d6 that can't be rerolled and turn this dial to that click number.
(To equip, place this on the standard character's card. The character can use its effects. If that character is KO'd or equipped again, KO this.)

For the effect would I have to roll regardless of whether I used the free action?

No.

No. The roll is only made if the free action is given.
The only roll that's not optional is the roll at the beginning of the game. After that, you only roll at the start of the turn after you take the free action.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
