Assuming this wording from the Upcoming Sets thread is correct, does Picard (points value 125) gain the keyword before or after removing the token?

Example: Picard is next to a 126+ points character with whom he shares no keywords. He succeeds at Leadership. Can he remove the token from that character, or can he not?

Seems pretty clear to me that he has to be able to remove the token from the character in the first place to copy one of their keywords.
