There is something to be said about playing the ensigns at 15 points. Its very likely your opponent is going to choose the incapacitate click and that would be a mistake. 11 attack combined with other starfleet attack bonuses could make these guys 12/13 attack. Stick them next to an 18defender like Troi or Picard and they become a real pain to deal with for only 60pts.
