Does anyone know why she's missing the United Federation of Planets Team Ability?

Most people may dismiss her but honestly she's quite good for only 15 points. With willpower she makes a great option for theme team prob plus if she is next to Crusher or Mccoy its greatly increases those chances at support. Ever since prob was taken away from support, a figure like this can be very helpful. Plus she has support herself so thats really like 3 dice rolls chances you will have to heal someone.
