Granted, there may be those better qualified to offer support for a dragon deck, since I haven't built one since before PSV was released. Buster Blader sort of made dragon decks a bad idea, and back then there weren't nearly as many support cards for dragons as there are now.
I trimmed your tributes down. Even with all the special summoning ability of the deck, multiple tributes just invite a hand you can't play. Also, try to avoid monsters that can't be special summoned except by this or that, since they are much harder to get on the field, and near impossible to bring back from the Graveyard. Tyrant Dragon is OK, but 4 tributes is quite enough.
Here is one alternative format for your deck. It's only my sugestion, and always remember that your deck should fit your likes and dislikes, not somebody else's. Proxy up the cards you don't have, and play 7 or 8 duels with it this way. If it works, adjust it as needed and play some more. If it fails worse than your original deck, try to figure out what isn't working and why. Adjust some more, and then start shopping for cards you had to proxy in.

I understand if your working with a budget and some of the cards I added can be difficult to get. My best advice on getting the cards you need, stop buying booster packs. Trade at tournaments and buy singles either from on-line card shops or retail card shops. If your looking to get a Spear Dragon, you can either buy Legacy of Darkness packs until you get one, or you can go throw down $10 at a card shop and have one now. A booster pack has a 1 in 4 chance of having a Super Rare. With about 6 different Super Rares, your odds of getting a Spear Dragon from a Booster pack are what, 1 in 36? You might get lucky, or you might waste a lot of money.
I was talking with a guy after a tournament, and he was telling me how much he wanted a Reflect Bounder. He bought 4 packs of Dark Crisis, shelling out $16.oo for them. Right there in the glass case under his nose was a Reflect Bounder for $20.oo You tell me, which method is the cheaper way to get the cards you actually NEED.
