If I snatch my opponent's Toon Summoned Skull, can I use it to attack directly if my opponent has the Toon World magic card in play? Thanks in advance.
It does not matter who controls the Toon world when it comes to direct attacks. All that matters if the opponent has no face up toon monsters on the field. The only exception to this rule is the new Toon Gemini-Elf.
And before you ask why Toon Gemini Elf is different, I'll answer that right now. It specifically states in the card that Toon World must be on your side of the field to attack directly, so if your opponent has Toon Gemini Elf with Toon World out and you take control, you CANNOT attack directly since Toon World is not active on your side of the field.
Toon Gemini Elf

This card cannot attack during the turn that it is Normal Summoned, Flip Summoned, or Special Summoned. When "Toon World" on the field is destroyed, this card is also destroyed. If "Toon World" is on your side of the field and your opponent does not control a Toon Monster, this card can attack your opponent's Life Points directly. When this card inflicts Battle Damage to your opponent's Life Points, your opponent discards 1 card randomly from his/her hand.
Also, here are the Netrep rulings
You don't pay Life Points to attack with "Toon Gemini Elf". If your opponent has a Toon Monster on the field, "Toon Gemini Elf" does not have to attack it. However, it will prevent "Toon Gemini Elf" from being able to attack directly.
You do not have to have "Toon World" on the field to Summon or Set "Toon Gemini Elf", or to attack with it.
The Summon of "Toon Gemini Elf" is a Normal Summon, not a Special Summon (even if you have "Toon World" on the field). So you can Normal Summon it in face-up Attack Position, or Set it in face-down Defense Position.
"Toon Gemini Elf" can attack directly, but only while "Toon World" is on your side of the field. (Unlike previous Toon Monsters, which can attack directly even without "Toon World".)
So, like all Toons, it has ups and downs.

Better "added" effect from the normal monster it's "tooned" from.
