1. is a sheep token a monster? absolutely, therefore you can swap a goat
2. see #1. is enemy controller a tribute summon? not at all, so you can tribute it. does the tribute have to go to the graveyard? nope, so the fact that its a token doesnt stop it.

ive actually got a scenario for you....Can I do this
My opponent summons a monster, i chain with scapegoat.....can i can horn of heaven to my goats giving one of my goats away and negate the summon of my opponents monster??
1) By the Time Scapegoats Resolves, Horn of Heaven has missed it's chance to negate a summon.
2) Horn of Heaven is not a direct link to the summon. Like all counter traps it has to be right after what it is being used to negate.
3) If your situation was viable, you would have no tribute fodder for Horn of Heaven since the Sheep tokens are placed on the field at the resolution of Scapegoats.

You would not be able to chain the goats to Horn of Heaven. Goats are spell speed two and Horn of Heaven is spell speed three.
Even if you don't take spell speed into account here, there is also another fundamental problem with that scenerio.
You have to tribute the monster for horn of heaven at the time of activation. The tributing of the monster is an activation cost. Therefore, if you don't have a monster to tribute for horn of heaven, you can not activate it and if you did have a monster on the field, then you just tributed your only monster since scapegoat can only be activated if you have the free room for all 4 of the tokens at the time of its activation.

So, if you wanted to use your horn of heaven and scapegoats together my advice would be to activate scapegoats at the end of your opponents standby phase and that way you have them ready for their summoning in main phase 1. And then you just have to hope that they don't dark hole you or use heavy storm or giant trunade.

no you can not cuz the summon already took place if your goasts were already out there you can use horn of heaven
Alright, let me try to clear this up for you. Cost effect, the payment you have to make before the card can properly resolve, just like Confiscation, Even if you pay the 1000 life points or tribute the monster, the card can still be negated. Bassed on that, if you don't have scapegoats out and they summon well, you are screwed..Horn is faster then scapegoats, so you can't activate goats in a chain to Horn, also there is not a monster on your field where Horn's "cost" has to be activated, hope this helps.
