Heya! I have a few rules questions that I cant find the anwer to. I'd appreciate it if someone would help me out.
1) "A Legendary Ocean" is out on the field with a counter on it from "Magic Reflector". My opponent plays "Yami". Does my field magic card get destroyed?
2) Will "Seven Tools of the Bandit" negate LP payments from other traps such as another "Seven Tools" or "Imperial Order"? I read that costs can't be refunded unless a card specifically says so, but my group says that because the card is negated, so is the cost. I'm confused! >_<
3) Can "Chaos Sorcerer" be Normal (Tribute) Summoned?

Dark Fyre got #1 and #3, so let me answer #2.
If a card has a cost, it must be paid at activation and is not a part of the effect. It's like saying "as an additional cost to play this card, pay XXXX life points".
Now after paying the cost, the EFFECT will go on the chain and will await resolution. If it is negated by another card like Seven Tools or Solemn Judgment, the effect will have been negated and NOT the cost (as it was another action required to activate the card in the first place).

1. Yes, it will go to the graveyard because Magic Reflector only protects from effecrs that would DESTROY the magic card like MST, Dust Tornado, Mobius, Breaker, etc.
2. No, the cost must be paid to even activate the card and costs are NOT refunded. It's basically like you paid for an appliance that doesn't work with no way to return it and get your money back.
3. No, since it can ONLY be special summoned by removing 1 Light and 1 Dark monster. After you do so, if it gets sent to the graveyard from the field, you may use Premature Burial or Call of the Haunted or remove it and use Dimension Fusion to get it back. If it gets sent back to your hand or deck, you must resummon it through its effect again.

Most other cards that say "This card can only be Special Summoned by..." also have the text "This card cannot be Normal Summoned or Set." Chaos Sorcerer doesn't. What makes him different from, say, Horus LV. 8?

The "This card can only be Special Summoned by..." is applied to all monsters that must originally be Special Summoned by doing such and such. Chaos Sorcerer simply got left out of the loop. All that text is doing is afferming that you cannot Normal Summon that monster. However, the following two different Special Summon texts make the effect different:
Special Summon 1) "This card cannot be Normal Summoned or Set. This card can only be Special Summoned by..."
Special Summon 2) "This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by..."
Cards of the first text can be Special Summoned after they were properly Special Summoned; however, cards with the second text cannot be Special Summoned from the Graveyard even if they were properly Special Summoned. In the past when the text "This card cannot be Normal Summoned or Set." wasn't included in monster effects, it was simply implied. Currently it is in the card text just for clarity.

What makes his different is exactly what you posted.
Chaos Sorceror says "This card can only be Special Summoned by..."
Horus 8 says "This card cannot be Special Summoned except by..."
One says "only" and the other says "except" - that is the difference. "Except" makes Horus 8 a "Nomi" monster, meaning there is one method to EVER get that monster on the field, and that's the one written on the card. That means no premature Burial, Call of the Haunted, etc. "Only" monsters must be special summoned by the card's method from the hand, but once ti goes to the grave, you CAN premature burial, etc.
And for what it's worth, they didn't start putting the "cannot be normal summoned or set" language on ALL the special summon-only cards until after Chaos Sorceror came out. Before that, it was some and not others. Now it's all of them. When (if) they ever reprint Chaos Sorceror, it will more than likely have that on it.
Well, don't forget, some other cards say that, but STILL Can't be special summoned from the graveyard.
Black Paladin
Dark/Magic-User/8/2900/2400
"Dark Magician" + "Buster Blader"
This monster can only be Special Summoned by Fusion Summon. As long as this card remains face-up on the field, you can negate the activation of 1 Spell Card and destroy the Spell Card by discarding 1 card from your hand. The ATK of this card increases by 500 points for each Dragon-Type monster on the field and in either player's Graveyard.
Even though it says only, in this text, it LITERALLY means ONLY through a Fusion Summon. So if it goes to the graveyard or removed or something, it can't be special summoned back and it can't be "loopholed" onto the field with Cyber-Stein or Summoner of Illusions or Metamorphosis and such.
The other thing being
XYZ-Dragon Cannon (or the other XYZ fusions)
Light/Machine/8/2800/2600
"X-Head Cannon" + "Y-Dragon Head" + "Z-Metal Tank"
This monster can only be Special Summoned by removing from play the above monsters on your side of the field. You do not use "Polymerization" to Special Summon this monster from your Fusion Deck. Discard 1 card from your hand to destroy 1 card on your opponent's side of the field.
The REALLY weird thing about this being that if it hits the graveyard, it cannot be special summoned back since it was never properly fusion summoned, but if it's removed from play, you CAN special summon it back with Dimension Fusion or Return from the Different Dimension (Kevin said so himself somewhere). But you can't loophole it with things.
Thats because its a fusion monster. All fusions monsters must be properly fusion summoned by poly/etc before they can be resurected in any way, but you also say that they can be dimmension fusion? Interesting.
