Okay here's the thing. I play against my brother a lot and it's like I can't really figure out when it is appropriate to chain to monster effects and which effects can be chained to. This ususally involves me not doing it, but he does it when say I attack his face up defense position armed dragon lvl 5 with a ninja grandmaster sasuke.
Can he use the dragons' effect to kill my ninja by chaining to the activation of my ninjas' effect or is it just him activiating his effect? Just in general I was wondering basically which monsters have multi-trigger effects, can use their effects on either player's turn? Actually just give me any info you can about monster effects in general relating to their speed and how to use them in chains.
Unfortunately, not very many monsters have multi-trigger effects and they don't really have any real flavor text that makes them so. The general thumb of rule for this is that the text involves activating during your opponent's turn or say that you can activate at any time or specifies a specific phase where it can be activated.
Examples would be Strike Ninja or Injection Fairy Lily.
MOST monsters are have mere ignition effects and cannot be activated during your opponent's turn. The armed dragons lv5 and lv7 fall into this category along with TIV, breaker, magical scientist and so forth.
When in doubt, check out the www.ude.com/yugioh site for specific card rulings in their FAQ section.
In general, ALL monster effects can only be used during YOUR turn only. These are called Igniotion Effect Monsters. These involve (but are not limited to) payments in the form of discarding cards from your hand (Tribe Infecting Virus), paying your life points (Magical Scientist), tributing monsters (Exiled Force, Winged Minion).
There ARE however, a few exceptions:
Look for monsters that can counter effects or actions that your opponent makes. These are called Multi-Trigger effect monsters.
For Example:
Ryu Senshi ALWAYS negates the effect of Spell cards that target him, so he’ll ALWAYS negate Change of Heart, Enemy Controller, Equip cards, tc. This is his continuous effect. But his controller can pay 1000 of their Life points to negate the activation of a Normal Trap activated by their opponent. Obviously, since your opponent can activate traps during your turn and their own, he has a Multi-trigger effect.
Dark Paladin can let you discard a card to negate the effect and activation of a Spell Card.

Most Effect Monsters, including "Relinquished", "Barrel Dragon", "Cannon Soldier", "Time Wizard", "Exiled Force", "Tribe-Infecting Virus", "Breaker the Magical Warrior", and "Karate Man" can only have their effects activated during Main Phase 1 or Main Phase 2 of your own turn.
You can use some monsters' effects during your opponent's turn. These include monsters that have effects which can be used in the Damage Step (such as "Injection Fairy Lily"), cards which can be used when your opponent attacks (such as "Sanga of the Thunder"), and cards that must be chained to other effects (such as the Spell-negating effects of "Dark Paladin" and "Maryokutai", or the Trap-negating effect of "Ryu Senshi").

So I checked the site, but it doesn't say anything about these monsters being ignition monsters. Or what not. Can I just assume that unless it says that the effect can be activated during a general phase not saying on "your's" that the effect is a multi-trigger and if it doesn't then it isn't? And in that case would cards like sasuke samurai #4 have multi-trigger effects since they work on your opponents turn too?
However, remember that Sasuke Samurai #4's effect is Continuous.
It "activates" whenever he battles a monster.

Whenever this monser is Summoned, Special Summoned or Flipped face up, it foils waldo10032's plans.
Now look at the difference between Sasuke Samurai #4’s text and Ninja Grandmaster Sasuke.
Ninja Grandmaster
“When this card attacks a face-up Defense Position monster, destroy the monster with this card’s effect without applying damage Calculations.”
Sasuke Samurai #4
“If this card battles a monster, toss a coin and call heads or tails. If you call it right, destroy the opponent’s monster with this card’s effect.”
Very similar effects. Both are continuous, but which one card be activated during your opponent’s turn?
Let’s have both the Sasukes battle Total Defense Shogun, who when normal summoned, switches to defense position and can attack while in defense position.
If either Sasuke attacks Shogun, BOTH will have fulfilled their requirements for their effects. Ninja is attacking a face-up Defense position monster, and Samurai is in battle with a monster.
Now if Shogun attacks either Sasuke, Ninja will NOT be attacking a defense position monster. A Defense position monster is attacking HIM.
But Samurai is STILL battling a monster and therefore, his continuous effect is still in play.

Anyway, another card that can be used in this situation is Injection Fairy Lily replacing Sasuke Samurai #4.
The results would be similiar.
My best recommendation would be to get the new structure deck(s) and check out the new ruling book found in there. It has an update in regards to monsters and their effects.

Be on the look out for Multi-trigger effects that can be activated during BOTH player’s turns (Like Injection Fairy Lily) and for Multi-trigger effect monsters that can ONLY be activated during your opponent’s turn (Like our favorite little furball, Kuriboh).
