Are you decked out only if you can't draw during your draw phase or is it if a card requires a draw and you run out? Say Card destruction is played and I don't have enough cards. Is it right then it's a lose or in your draw phase?

You can lose from a deckout in either of those situations. If you have no cards to draw in your draw phase- you lose. If you have no cards to draw and a card effect requires you to draw cards- you lose.
But keep in mind that SOME effects might LOOK like you're drawing, when you're really not. It's why they have "pick up (not draw)" in their effects.
So you can't deck out with card effects such as "Cyber Jar" and Morphing Jar #1.

I'm guessing his statement is referring to cards that pick up just for reference and not my deck. If so then it's just a little Oops. This is a very fun and annoying deck.
Waldo, you know that Morphing Jar #1 is the one that DRAWS 5 cards right? I assume you mean Morphing Jar #2.
Good thing summer is coming . . . sounds like you need a vacation.
^_^ V
We could all use a Vacation; its been a busy Season. A fun and interesting one though.
I am pretty sure Waldo meant Mj#2. Most likely he hit the wrong Key. Hence Morphing Jar is the Correct Name; it does not have the # Symbol to denote Number. It is simply morphing jar.

PFFFT!!!
Too many Regional Tournaments, Sneak Previews, and Tournaments.
My brain is fried!!!
LOL!!!
Or COURSE I meant MJ#2 since as Bigred Blues, the Jar that makes both players discard their hand and DRAW 5 cards is simply Morphing Jar.
*shakes head*
Oh, man, I DO need a vacation.
Maybe I can make UDE pay for it?

well, the only vacation that you would get UDE to pay for would be Nationals or Gencon... and then you would be worked over, so i'm not sure how much of a vacation that would be...
and then, i could think of a few better places to spend a vacation than Columbus or Indianapolis....
not saying they're bad cities, don't get me wrong... but if i went on vacation, i'd choose Disneyworld or Hawaii... (i live down the street from Disneyland, so that's not really a vacation spot for me)...
