Im playing a duel right now so i need an answer quick. If my friend tributes a sangan and another card for dmoc does he get both dmoc's and sangan's effects?

yes. he decides what order to resolve them, though. Not that it really matters.

Actually, mandatory trailing trigger effects are always placed first on the response chain to any event. Therefor, Sangan's effect would take the first link of the chain and Dark Magician Chaos's effect would take the second link of the chain assuming that there are no other lingering effects. The order would matter if the effects were controlled by opposing players.
