Ok, some explanations.
The deck concept, everyone knows. Legendary Ocean+Gravity Bind=Stronger monsters for you, and only your's can attack, in a typical matchup. The only tribute monsters in here also have the ability to knock off the G-Bind if they have to. I have included one Neo Levia, because it's effect is insane, and could win the game, I know it's a circumstancial Special summon, but if you think about it, If I have the 2 in my hand, boom, he's there same turn. Let me know what you think. R/F's?

They changed neo he dosn't have to be summoned by levia so I would replace one levia with another neo and go three with bugroth instead of an aqua spirit. Even with TIV replace the 1800 attacks with gigagio (1850). I personly find tornado wall and gravity bind to be a bit much protection (you don't take that much damage when G Bind is actinve) so I would drop wall for bth or armor or something else you might like. other wise it looks good.

I dropped a mermaid knight and up'd the MK-3's. I also dropped the Aqua Spirit's for MP and UWS, mainly for MK-3 direct hits. Also, Swapped 1 Levia for 1 Neo Levia, because Levia can still be useful as a single tribute with A Legendary Ocean in play.

I commented yours...not too familiar with the newer cards, so I don't think I'm much help.

Why would you two Ocean lords with only one Levia-Dragon? You know the REAL ruleing on ocean lord, don't you?

HeartBreakKid is correct. Neo's text has been errata'd. Levia Dragon Daedalus is required to summon it. Though I think Neo would have been far more playable had they left the text alone. With the summoning of Neo requiring Levia, I think its too much cost to bring it out.

3 Smashing Grounds along with Lightning Vortex seems like overkill. I'd say drop 2 SG's for a Nobleman of Crossout, and Brain Control if you can get a hold of one. With all of the tributes you are running, the Brain Control will be useful for getting monsters to tribute.

Big Wave Small Wave may no longer be as useful since it can't bring Neo out. Creature Swap would be a good addition, as it works with both Sinister and Mother Grizzly.

You can do without Tornado Wall as well. It does protect your LP, but your creaures will still be destroyed. Depending on what cards you have availabe, Ring of Destruction, Bottomless Trap Hole, or Sakuretsu Armor would be suitable replacements.

Do you find that Spell Shield works often enough for you? Its 1 for 1 use is somewhat limited, and you have to discard a spell to get its other effect. (In case you were unaware, thats another errata thats been made.)

Those are my observations for the moment. If I think of anything else, I'll post it.
