I have a friend, whom I duel often. But we were playing eariler today, and he activated Question in his own turn. I then chained my face-down Mystical Space Typhoon. Most people I know would allow Question to be destroyed, but because he read it on an MSN fansite twenty pages into google, he doesn't believe I can. According to him you can't chain MST to the activation of other cards. I'm pretty sure he's wrong, but can someone clarify?

And also, can Quick-Play cads be played from your hand in your opponent's turn?

You may certianly Activate and chain a set Mystical Space Typhoon you set during your turn during your opponent's turn when he activates Question. Be mindful targeting Question will amount to nothing (it doesn't prevent Question from Resolving) As Mystical Space Typhoon does not negate.

No you may not activate quickplay spell cards from your hand during your opponent's turn. In order to use a Quickplay Spell card during your opponent's turn you must set it during your turn (at which point it takes on the some of the properties of a trap In that you can't activate it the turn you set it you must wait a turn)
