As for all of the magic cards in a silent swordsman deck, well i believe that if you are in the lead ( in this case sslv7) than you do not need to use magic cards unless you are losing. But if you are losing normally you will not have out lv7 than.
Something i have tended to run into is the use of dda and ddwl so i had to put another lv7 in just in case they used one of those guys on me (which happens a lot).

Level Ups are just bad cards. They're situational, and the effect can be pulled off easily without them. Same with A Force, bad card. At the most it will be 400 boost. (that is, if it is 200 per monster, can't remember. Well, that's all I got.
The deck looks pretty good. I have created a Silent Swordsman deck before as well. What I would do first is to slim down the monster line up. 19 monsters is a bit much especially with 2 RotA and 2 WRA. So I would take out the Obnoxios Celtic Guard, one of the Level 7's, and either the DD Survivor or 1 Command Knight. In their place I would put in 2 Shining Angels. The reason why I took out one of the level 7's is because 2 leads to bad topdecks. You only really need one and if that is in the graveyard you can get it back with a WRA.
This makes it 18 monsters, which is not that much less than 19, but the Shining Angels will add more speed and allow you to get out the level 3's faster.
For your magics I would take out one Mursame Blade for a United We Stand. United We Stand on a Mataza is just brutal. I would also take out one A. Forces and the Brain Control for 2 Creature Swaps. These work really well with the Shining Angels and is a more permanent solution over Brain Control.

I have been testing this out for MONTH and it works! It is speed and a lot of it, a few bad hands but it does work. Get a Royal Decree when it comes out get Level 7 out and you are on your way to a lock-down victory. Good luck with the deck

and Gatling Dragon/Cyber Twin Dragon for your Black Luster Soldier in certain situations.

Dark Blade the Dragon Knight (Only if you add a Lv. 6 monster to your deck.)

Last Warrior from Another Plant(This and dragon if you add a seperate Lv. 7)
Reaper on the Nightmare.
EDIT: Crazy Eye's deck looks good too. I think it would benefit from a dimension fusion or return from a different dimension too.

My deck has been updated. I put in a dda and jinzo, so i could get some more trap negation in there. That has been what has been killing it aside from the ddas and ddwl, traps. I never get decree out fast enough before the traps strike so i put in the jinzo. Tell me what you guys think.
A 2/2/1 ratio of Lv3/Lv5/Lv7 lessens the risk of bad draws and should work as speedily.

Maruading Captains are a severe cause of overextension. I wouldn't use them outside of a Beatdown swarm deck or a Mystic Swordsmen deck.

Horrible topdecks, two at the most.

Under no circumstances is giving your opponent two free cards a good idea. With the amount of monster based removal available, it just isn't worth the risk to get a Swordsman back on the field.

Needed space for Smashing Grounds...

The best this card will get you is a two for two, and that won't be too often. Its too situational for not enough benefit in my opinion.

- Horn of Heaven
Solemn Judgment would be a better idea. It can do the same thing and so much more.

Both of these will be needed to eliminate f/u and f/d threats once you get a Swordsman on the field. Both searchable by RoTA too.
