Rules on Cannon Soldier + ScapeGoat Combo! Need ASAP!
Scapegoat
"When this card is activated, you cannot summon any monster in the same turn (including Flip Summon and Special Summon). Place 4 "Sheep Tokens" (Beast-Type/EARTH/1Star/ATK 0/DEF 0) in Defense Position on your side of the field. The tokens cannot be used as a Tribute for a Tribute Summon."
Alright, if you summon a Cannon Soldier, can you activate SG in the same turn and tribute them?
"If you have already Summoned a monster, including a Special Summon caused by the effect of your opponent’s "Cyber Jar" you cannot activate "Scapegoat"."
I'd assume the awnser is no. But my buddy seems to think because SG specifically says "after this cards activation" then we can summon CS. then play Goats and sac 'em for 2000LP Damage.
You used to be able to take the test on UDE.com but they have since taken the test offline due to the enormous number of people who became judges but don't judge.
With Scapegoat, it set a condition for that turn that you may not summon or special summon THAT TURN once it has been activated. If you have already summoned or special summoned, you would not be able to activate it because you will not be able to fulfill its condition.

Simply put: (A=Scapegoat Summon Condition, B=Summon a monster)
Sometimes cards don't work the way it says.....that's why UDE has a site for rulings. This one happens to not need a ruling, but many still play it wrong. Like setting a scapegoat and on your next turn you summon and they chain MST or something and you chain Scapegoats. I'm amazed how many think you can do that. Just help everyone get it right.

And that is one of the reasons why this game is very difficult to judge (let alone play correctly).
A rulings page is meant for different circumstances that arise from unusual combinations of cards. If you need a ruling for every card because the card might not explain what it's supposed to do than what's the point? Might as well make a ruling for EVERY combination possible and bring a lap top with you to every duel.
