NICE!! very very nice.... BUT.... i have a few fixes and ill explain them along the way
19 monsters is FAR too many to have in this day and age, a good number is in between 15-17 depending on the deck, now a days, spells and traps are more useful than monsters alone
-2 hand of Nephthys
the hand of nephthys in many cases can be a a dead draw, none the less, when you have already summoned the phoenix, the hand of N becomes useless in your hand...
1 is appropriate in that it can summon 1 other monster, while still giving speed and thinning out the deck
-3 peten the dark clown
with rulings against this card, its hard most of the time to hit the timing with this card, meaning it does not always go off if another effect takes place after it.
as of now thats 14 monsters
-1 jowgen the spiritualist
hes not needed in this deck, and his discard effect may only hurt in the end
13 monsters
_+ 2 Royal magical library
being that this deck is a spellcaster theme, a 0/2000 def monster is a great way to stall, to play spells against and to add drawing power
15 monsters
+ 1 exiled force
1:1 monster removal is the name of the game, ive always found his effect very useful in that in many cases he can attack and tribute himself destroying 2 monsters,
16 monsters
with 3 spaces left open ill fix the spells
-1 swords of concealing light
+ 1 swords of revealihg light
concealing only stops 2 turns, and additional monsters may by pass it, swords is a solid 3 turns that flips up and provides protection
+ 1 Card destruction
had support and hand destruction, drawing new cards and getting rid of tributes and un needed cards is great, none the less adding spell counters
+ 1 reload
this is for additional speed, which 9/10 decks do not have, many times you end up with a hand that is not needed at that moment, shuffle it back in and draw a new hand, its rediculous to have your first hand, sacred phoenix, dark magician, magician of faith, spell shield type-8 and lightning vortex
now 17 spells
traps look ok, but theryre just the general ones that everyone use

that makes the deck 40 cards even i believe, 2 dust tornado because in this game m/t removal is important, 2 dust, mst and heavy are good enough, since you dont run breaker or mobius.
2 bottomless for field removal and field control, and 1 magic jammer over the spells shields, because magic jammer and magic drain are the best things next to imperial order, magic jammer is a sure shot at negation and no one runs 7 tools nor solemn too often so its a sure bet
Everytime I draw from my deck, whether in a duel or not, the first six cards give me something good to work with and it's great! :p
You mentioned Mobius and Breaker. Well, I have two Mobiuses but I have no Breaker. Do you recommend me putting in one of those two guys in my deck? Breaker seems pretty popular nowadays but I can't seem to find one in my area. o.o;;
its ok 2 side deck both mobius, but as of now the way i fixed it, i put in 2 dust tornado, mst and heavy storm, if that isnt enough m/t removal for you, especially against a burn/ stall deck, add in the mobius for the dark magician, its justa quicker 1 tribute substitute for that game to rid of m/t infestation, :)
But do you think I should add a Breaker, Cybernetic Magician, or Royal Decree if I get my hands on those? I have an Injection Fairy Lily and she's a Spellcaster but I don't know if she'll fit. Hmm...
