Here's the thing. White fire is can be real hot, as is blue fire, and red fire is not as hot, but what is black fire? Hmm...

8? I see. Tough company. Okay, I'll explain why I have those cards in there. When I come across hard to beat monsters, such as another Horus, or an E-Hero, I's like to have that removal option (DDA, DDWL, Exiled). And Magician of Faith's spell retrival is also a benefit, so I can get back a used/discarded spell.
Having another Horus Lv 8 will lead a larger potential for bad draws. I could add more Spears and Lusters though, but I'm not going to take out the warriors, so there's no room for them.
So far, there's no evidence telling me to change the deck.
Do you need Assailant and Warrior Lady tough? I can see keeping the Exiled and Cyber Jar but I was thinking of more things to synergize with Masked Dragon's searching.
That's why DD Dragon and Element Dragon are in the deck. The idea is to use the Masked Dragons for recursive field presence and deck thinning (which is working extrememly well right now), and then finish off the recursion with DD Dragon (can't be killed by Dark Hole or 1900 ATK monsters) or Element Dragon (great when Horus and Spear are on the field).
Besides, I find myself needing the removal more often than not.
And if I took those out, what should I replace them with? Another Luster or Spear Dragon? I don't think I need them right now because I've done pretty well so far (6-1 so far).
How often do you get out Horus LV8? If you pull it out often I'd suggest you use Pot of Avarice. You can justify using it because of the number of self-replicating monsters you use. Masked Dragons along with all of the Horus series below 8. You can also recycle Horus LV8 back into the deck itself.
I addition, if you ever have LV8 out on the field with Royal Decree, you've probably won the game, or at least you'll think so until your opponent summons a DDWl, DD Assailant, or Exiled Force. That's why I'd suggest you add in a single copy of My Body as a Shield. It will more than likely sit on your field a waiting the moment your opponent finally pulls their DD monster or Exiled Force or whatever, an effectively lockdown your opponent's chance to comeback.
Also, I'd suggest you remove the Luster Dragons. They are meaningless beatsticks and you've got enough dragons for Stamping Destruction already. Replace one with a Morphing Jar and the other with a Mystic Swordsman LV2. Morphing jar because it replinished card advantage and can really work with LV8 (your opponent draws into a bunch of Magic cards). You'll probably not want to run it if Dark Realm is popular in your meta though. Mystic Swordsman LV2 because even with LV8 and the Decrees, you are still vulnerable to facedowns. So that's

The Hammer Shot because it seems a little out of place played in ones. And the stamping destruction because it's possibly the worst topdeck of all time, and you said you don't like bad topdecks. MBaaS is a bad topdeck admittedly, but Pot of Avarice is one of the best (assuming your not topdecking early in the game). So if you add in those two cards put Avarice in the sleeve for the Stamping Destruction and MBaaS in the sleeve for Hammer Shot. There you go.

Horus Lv 8 doesn't come out too often, but when it does, it pretty much is a game over against whoever I play here in North Florida because they forget its effect for some odd reason. (unless it's against a warrior toolbox).
I plan on using Pot of Avarice as soon as I pull it. Trust me, I needed that card so bad even before I built it. (waiting for the EEN Special Edition boxes to come out)
The Horus/Royal Decree "lock" is pretty much the basis of this deck. True, I do have trouble against those Exiled Forces and DD Warrors. I thought of adding Wicked Breaking Flamberge - Baou to negate them, but without Pot of Avarice, I can't hope to gain anything from the discard. And My Body as a Shield was something I thought was good, but ever since SJC - Atlanta, I realized it was a waste of space. Sure, it stops Dark Hole, Smashing Ground, and Exiled Force, but that's it. To me, 1500 LP is alot to pay to negate destruction that usually results in only one monster being destroyed (unless Horus Lv 8 or Dark Hole is involved). But it's always int he side deck.
And I'd have to disagree on Luster Dragon. As you said, they are beatsticks, so they are not so meaningless to me. In addition, I find the DEF helpful in case I need to set some facedown on the opening turn or for just straight-up protection. And you've seen Element Dragons in my monster list. With Luster and Spear present, Element Dragon has a better chance at getting the extra effect.
Now I will agree with you on the Stamping Destruction and Hammer Shot. Hammer Shot is just there until I get Smashing Ground. But for now, I'm safe with it because it eliminates my threats without Horus Lv 6 being subject for removal in case my opponent tries anything funny. And Stamping Destruction is a bad topdeck, granted, but I love it's effect. But I can remove the two you mentioned.
As for adding Morphing Jar, I was supposed to get thatem in a trade from Realms, but someone hasn't come through, so I'm out one. And Mystic Swordsman Lv 2 is something I've been considering along with Drilroid (stronger, but doesn't eliminate FLIP threats). I'll add that.
Have you ever considered throwing in a couple of Different Dimension Capsules, just for the sake of pulling out any of the Horus cards faster? That is the kind of thing to drive your opponent crazy for a while.
