I like the deck. Enemy Controller + Spear Dragon = Ownage
The wall of Illusion is interesting tech. Has it been working well for you? I won't suggest Legendary Jujitsu Master because, well, everyone is expecting that :p
Here is what I will suggest trying:
-Exiled Force (a waste of your normal summon, into side from main)
+Mystic Swordsman LV2 (into main from side)
The reason I say this is that you already have lots of removal for face-up monsters. People will inevitably set monsters against your Horuses (Horii ?). LV2 is a great way to deal with those safely and effectively.

The Wall of Illusion is actually a tech that my teammates actually came up with. I'm actually shocked at how well its working...
I tried out LV2 main and it didn't seem to work out for me. Besides Exiled gives me that additional monster removal being against a problem monster such as Silent Swordsman LV5.
Anyone else have a response for my deck...This will likely be what I carry to the big events [Regionals, Shonen Jump Championships, Nationals (if & when I get there...)]
Silent Swordsman LV5? That's in your meta? That's interesting to say the least. I can see how the lack of Sakuretsu Armors and Torrential Tribute make this a problem monster for you. With this build, and your meta, I agree that Exiled is needed because of your lack of trap-based monster removal.
That being said, good job.
Spear Dragon is a personal favourite of mine, but with all of the spy's running around, are you finding that you're still wasting EC on keeping him alive? Would it not be wiser to run 2 of each, and fit in a 3rd Assailant and Torrential Tribute?
I like the combo, don't get me wrong. It's just that Spear Dragon is easily destroyed, and Enemy Controller offers no card advantage. Even if it works and you kill off another monster with Spear Dragon, you're still only breaking even card-wise.
Just because you run 3 Royal Decrees doesn't mean that you cannot run 2 other traps. It's simply a matter knowing the strategy of how to play it, which I'm sure you do. In any case, here are my fixes:
-Spear Dragon
-Enemy Controller
+DD Assailant (or Mirage Dragon if you want more trap negation)
+Torrential Tribute
