Just some simple suggestions. You might like them, but just try them out first before you ignore them. They might actually make the deck work better for you. =)

Don't really need the Rats or Nimbles. They aren't that 'great' anyway and if you want to gain life points, use Draining Shield.
With my monster suggestions you're able to abuse Dekoichi, Magician of Faith, and cripple any Cyber Dragon, Mobius, etc. that they have on their field with Tsukuyomi. Morphing Jar is just an awesome Top Deck and it's really worth using in this format. Dekoichi works very well in twos and threes. I don't recommend using it any ones as it doesn't promote that much advantage then.
The reason I took out Brain Control is because this is Soul Control. You should be using Soul Exchange to use their monsters to tribute your Monarchs. It's just a better method in gaining more card advantage over your opponent. Now the reason I took out the Reinforcement of the Army is because you don't really have that many warriors in the deck. I counted three I believe and that doesn't merit the use of one RoTA IMO, so I took it out for something more useful. As for the 8th Trap card, not sure what you should put in there. There's a multitude of things that can be placed there. Magic Cylinder has been working very well for me. Draining Shield is an idea, but so is Widespread Ruin, Magic Drain, Trap Hole, Fairy Box, Mirror Wall, etc..etc..
Too many viable and very useful traps to use in that last card slot. The deck is still 40 cards in size. I just think with my suggestions the deck would run a lot more smoothly and more consistantly than what you have right now.
Oh, umm, go post some side board ideas for me in my deck thread. LOL, I've ran out of ideas already based off of my collection. Btw, as for a rating for the deck number wise, I'd have to give it a 7.5/10.0. Just don't forget to post on my deck f00!! XD
The thing about Spies is that they're a 2000 defense wall. Cyber Dragon and Mobius are about the only cards that people use that are above that defense. This makes for a decent wall and attack absorber. The only problem is if they bust out a Drillroid next turn and blow one of them away.
They make for pretty good tribute fodder if you use multiple tribute summonings. I haven't really tested Spies out that much myself, but I could see it working. I've ran into them and they wall pretty well.
Tkwiget: Yeah that's what good about the Spies.. it's freezes your opponent and stalls.. and I've haven't played the Trains for a long time since my Machine deck days until yesterday at a local tournament, and it flows nicely so far.
Yeah, The Gain Train shouldn't fail at all. It's just a nice card to have and if you call pull off a Tsukuyomi loop with it, then you can gain six to ten cards pretty quickly. This can help out greatly when you already have field advantage.
One of the reasons why I like using Metamorphosis on used up Mobius the Frost Monarchs to bring out Ryu Senshi. Negates TT, Widespread, Sak, etc.. for 1000 life points. Meh, just an idea.
