Here's a Horus deck I recently put together. My goal is to basically use Horus 8 as just one big, huge tech against...well...all their spell cards. And the Decrees are just too irresistable to keep out of the deck. Any suggestions would be helpful, especially on how to deal with all the D.D. Assailants trying to remove Horus 8. Please rate it and tell me what you think about it:

It's decent but there are a few things wrong with it:
3 Tributes and 1 Special Summon is begging for a bad hand...Also, the Horus deck easily has control but lacks aggression. I would drop a few of the control monsters and add some muscle to that deck. So....

Your Spells and Traps are fine and some offense was needed so the Cyber Dragons were added and with the meta carrying multiple Reapers, Exarion would fit in fine...Also, the Cyber Dragons can combo in getting LV6 on the field if you like on 1st turn....
O.O I rate this deck 0/10 But since ur on my team I'll give you 1/10... But Just run ur good regular deck with warriors and stuff.... and Btw 2006=Tony's Era remember that lol!!! j/k kinda lol!!! anyways nahh really ur prolly only person that could make a Horus look good... other person i saw run a good Horus was Dan Boyer.
One other THING why are YOU USING Fisure??? Only reason im using fissure is cause Jeremy stole mine but thats a different story for a different time... Btw Give me ur smashing for regionals...and i need 1 reaper... i think lol...

A couple of Divine Wraths would deal with the D D Assaliants. Thing is though they are traps so don't really fit into your deck running Jinzo and two royal decrees. You could try them out instead - see if they fit for you
a) Run multiples of each of the tributes, run LV4's, and focus the whole deck on getting him out. This leads to bad hands quite frequently.
b) Splash a LV8 and 2x LV6's. If you get him out, dominate the game with him, if you don't, fall back on the rest of the deck.
Obviously you have chosen b), which I like.
Having established that, I'll have to agree with phenom, you lack muscle. Since the Horus is only a secondary win condition, you need a main theme. You could add RotA and a few more warriors to finish the toolbox, you could run Tomatos and friends, you could run Cyber Dragon and go aggressive. It doesn't really matter what you choose, but you have to have something to fall back on since Horus is not meant to hit the field every game in this deck.
Allow me to help you make some room in this deck.
Jinzo - Having Jinzo and Horus out at the same time is ideal, but against good players it just isn't realistic. What is realistic is that you will be holding multiples tributes at a time, and thus be screwed.
Mirage Dragon - Decree is good enough.
Train - I don't care for this card, especially in here. The ideal situation is that you flip him multiple times with the help of Tsukuyomi. The second most ideal situation is that you flip him and then tribute him, thus negating the -1 then tributing causes. The third most ideal situation is that you fuel your graveyard without losing advantage. The third case is irrelevent in here. The first and second case would work, but both require it to be protected. Because you are running Decree, your trap count is below average (and rightfully so). Unfortunately, this will make it difficult to protect the Trains.
Newdoria - I see no point in running this.
Fissure - -_-
Possible additions:
Third Reaper - It just that good. Plus, it will help with the tributes.
RotA - The monster lineup is already leaning this way. With a little tweaking, you could easily get away with running one or more of this card.
Third Controller or ?x Sakuretsu - My experience with Decree is limited, but I think you lack defense. Not sure.
Well first of all, Tony, if you want my Reaper and Smashing, maybe you shouldn't rate my deck a 0/10. Just kidding, but i don't think the Cybers would work here as well as the good-old warrior toolbox, and the Divine Wraths are just too darn costly. I used to love playing that card back when Sinister was still allowed. But I tried to add some warrior offense to go with the Horus cards, like you suggested ZaQ, and the Newdoria and Fissure just had to go. So what would you rate the deck out of ten after I make these revisions:
