I don't have a Royal Decree or a Pot of Avarice, but Dust Tornado helps me quite a bit and Dragon's rage gives all my dragons the trample ability, and Monster Reincarnation is used to get Horus lv.8 out of the graveyard if I get hit by a trap (a monster or spell card isn't gonna take it out =P). I'm actually thinking about taking out my one bottomless and putting in another Dragon's Rage.
Please post your side deck so I can provide a better fix.
Also, Stamping Destruction is probably one of the best type specific cards in existance. It's an MST that does 500 damage to the opponent. Sorta like adding insult to injury.
Or in this case injury to injury.

I actually took out my Stamping Destructions for the Dust Tornados. And could you please come back and rate my deck? I'm looking for ratings and fixes. Not just fixes. By the way...how do you put a link to your deck in your sig?
I'd give your deck a 7/10. Mainly because I've got something against Horus lvl 8, but whatever. It's my firm, personal belief that Horus lvl 8 does not belong in a Horus deck. Niether does lvl four in my opinion.

I did rate you deck. And what in the world possibly makes you think Horus lv.8 doesn't belong in a Horus deck?!! Its the strongest form and has an awesome effect! Why in the world would it not belong?!
Um....why would I want metamorphosis? I don't have a fusion monster! And Element dragon works wonders in my deck just so you know since most of my monsters are fire and wind attribute.
It's my firm and personal belief that Ecoplasmer is a very, very beasty card.
Horus level 6 is one of five monsters, three spells and one trap that survive Ectoplasmer and don't negate it from blasting an opponent's monster every turn. The cards I'm talking about are The Legendary Fisherman, Deepsea Warrior, Guardian Kay'Est, Metalizing Parasite- Lunatite, Dust Barrier, Non-Spellcasting Area, Rod of Silence- Kay'Est and Poll Position.
Of those nine cards Horus level 6 is the least situational and strongest. Poll Position runs a close second in playability. Guardian Kay'Est or Lunatite are tied for third place given Kay'est's summoning restrictions and Lunatite's playability.
Given this supposition, Ectoplasmer can be used to either burn your opponent or as a Smashing Ground during each of your opponent's endphases.
Level 8 is a strong monster with a good effect, unfortunantly it gets blown away by many things. Then your big dragon goes down and you become demoralized. It's an okay card, but it generally requires a large investment and sadly enough is easily killable.
As Horus Lock is tier 1.5 or tier 2 at best and Ectoplasmer is easily tier 1 or 1.5 the best deck that reliably uses Horus as a win condition is Ectoplasmer based.
Thus, Horus lvl 8 does not belong in the best Horus deck in the format.
That of course, is just my humble opinion and has nothing to do with your deck or how well you'll do with Horus stuff.
I love dragons espesally Horus, Armed Dragon and BEWD. Anyway this is a pretty nice deck, good job 8.9/10 just short of greatness IMO. Now on to the fixes:
I choose to drop 1 Tornato and Monster Reincarnation for 2 Staming Desructions primarly because Stamping is sorta like MST with the lp damage and Monster Reincarnation because I simply don't like the idea discarding something valuble which most cards in this deck are. I know you don't have a decree but IMO a good hours deck doesn't work with out one plus they are pretty easy 2 get now just buy a Worrior Structure deck, no shame in having commons which are holo. Good work never the less. By the way can u check out my deck in my sig and r/f it.
I have a Horus Deck myself and use 2 Needle Worms, the reason being is so to eliminate cards that could destroy your Horus like Skauretsu armors, exiled, Chaos Sorcerer... I like to do even further damage by doing the Tsuky loop .............
