In reference to the question at hand, no. Discarding for the creator is a cost, a dark world monster must be sent to the graveyard by a card effect to get it's own effect.
If by chance you were to target the dark world monster in the graveyard that you just discarded, then it would be summoned to the field.
Actually, discarding is not a part of the cost, it's a part of the effect, however...

The button with the word "Search" is your best friend...
They must be "discarded" from your hand by a card effect.
Being discarded for a cost or "Sent to the Graveyard" whether it be by cost or effect will NOT trigger them.
Examples of what WILL trigger them...

Sending 1 card from your hand to the Graveyard is not a cost to activate the effect of "The Creator". It is part of the effect. So if your opponent chains "Disappear" to remove the targeted monster in your Graveyard from play, the effect of "The Creator" disappears and you do not send 1 card from your hand to the Graveyard.
when you activate the creators effect, you target a card in your graveyard to be summoned (you do not discard yet since its not a cost)
then when the effect resolves you send a card to the grave (from hand) and summon the targeted card.
the ruling you asked about points out the fact that if the targeted card is removed the entire effect disapears. and since discarding is part of the effect you don't do that either.
Yep...it's basically trying to explain the difference between a cost and effect sort of. Since it is not a cost, it happens during the resolution so if the target is removed beforehand, nothing is summoned and nothing is sent from your hand to the Graveyard.
Unlike things that would be a cost, you would discard immediately upon attempting to activate and if the target of the effect disappears somehow, then you already discarded, but the effect resolves unsuccessfully.
