Harpie Lady 1, Harpie Lady 2, Harpie Lady 3 and Cyber Harpie Lady all have their names treated as "Harpie Lady" for gameplay and deckbuilding.
So anything requiring "Harpie Lady" will work for those 4 cards as well as the regular Harpie Lady, but also means you cannot have 3 of each, but only a combination of them that equals 3.
Ok so i have heard rumers that you can only have a combination of harpy ladys like only 3 of the cards that have the effect of their name being treated as harpy lady and, that probably doesn't make any sence but anyway what i am trying to say is, the ruling goes you can have only 3 copies of 1 card if it is not banned or restricted. Well Harpie lady 1,2,3 and Cyber harpy lady all have the effect of their names being treated as harpy lady however the cards are still named Hary lady 1,2,3 or cyber harpy lady so wouldn't that mean you could have up to 3 of each of those because they arn't harpy ladys until they hit the field and even then their title is still Harpy lady 1,2,3 or cyber harpy lady, so how would this whole only being able to have 3 of all of the cards having to do with being named harpy lady have any effect? I dont know much about harpy ladys but isn't this sort of common logic here?

No, treated "AS" means that they are basically the same monster.
"The name of "Harpie Lady 1", "Harpie Lady 2", and "Harpie Lady 3" is treated as "Harpie Lady" for all purposes, including Deck construction. So you can have 2 copies of "Harpie Lady 1" in your Deck and 1 copy of "Harpie Lady 2", but not 2 copies of each because you would have 4 cards in your Deck treated as "Harpie Lady". This restriction also applies to your Side Deck, so if you have 3 monsters treated as "Harpie Lady" in your Deck, you cannot have any in your Side Deck."
Just remember that it is DIFFERENT from Proto-Cyber Dragon. Harpie Lady 1, 2, 3 and Cyber Harpie are all treated as Harpie Lady for everything, no matter where they are.
Proto-Cyber Dragon is only treated as "Cyber Dragon" while face-up on the field, but no other time. Face-down, hand, Deck, Graveyard, etc.

Well if that is so then why isn't proto-Cyber dragon like that? Arn't they pretty much the same in how they are considered a cyber dragon? Or is it just that the ruling hasn't come out for them yet? Thanx for replying.

That's the difference...
You got to admit tho that is a pretty what's the word.... Unfair ruling, thanx for ur help tho
Just the wording on the card... ("This card's name is treated as "Harpie Lady"." and "This card's name is treated as "Cyber Dragon" while it is face-up on the field.")
Proto-Cyber Dragon is using an effect to change his name to "Cyber Dragon" while he is face-up on the field.. If Skill Drain is activated, Proto-Cyber Dragon is no longer "treated as" Cyber Dragon.
If the same situation is used with Cyber Harpie Lady, nothing would happen since she is not being treated as Harpie Lady by effect. Her name is simply a different version of Harpie, but she will always be treated as Harpie Lady regardless of Skill Drain, and the same goes for Harpie Lady 1, 2, or 3.
One of the few contradicting types of cards in the game where they're effect monsters (so damage with Ceasefire and such is counted and they have the orange background), but the name-treating is NOT really an "Effect", par ce (not negated or anything)
