Once happen that:
opponent prems GAF with tsuku, then wanted to flip it.
I tell him he can't. He says WTH? and calls a judge.Judge first belives him,but I tell him to check over.After that he sayd "He is RIGHT"
Anyway you can read it in the part of summoning monster in rulebook.

as for the other 2, yes you can chain either or both of the cards targeted by mobius, but it will not stop mobius's effect (unless its skill drain divine wrath, or something that protects your spell/traps from being destroyed)
mobius would target your cards, you would chain TT(since its what you mentioned) if nothing else is added, the chain resolves backwards, TT destroys all monsters, then mobius destroys the cards it targeted.
and yes you can BTH command knight. all continuous effects are automatically applied as soon as a monster is summoned. this includes command knights +400 atk to all warriors. which means that after it is summoned it is a 1600 atk monster and fits the requirement to activate BTH

Monsters are successfully summoned even if they get destroyed. The only way a summon would not be successful is if it is negated by a card such as "Solemn Judgement".
doesnt mobius say he has to be special summoned SUCCESSFULLY? I dont think him dying is a successful summon.
Technically, a successful summon is one that isn't negated (by Forced Back, Horn of Heaven, etc.). So, even if it dies after it gets summoned, as long as the summon isn't negated, it's successful.
That's a common mistake that people make with summons; Any card that destroys or otherwise affects a monster when it's summoned (except for the ones that specifically NEGATE the summon) all activate when the monster is summoned successfully, meaning that the summon must not be negated, and the monster must actually be able to touch the field.
yep, people argue about that all the time in the tourny. I hate it when they do that also, reduces my monarch's potential, but i argue back and the look dumb. -_-;
