No it does not PDF being sent to the grave has to be the very last thing to happen.

No, since Poison Draw Frog is an optional effect, it is able to miss the timing on its effect. (clues are saying "when this card...", "you can...") meaning going to the Graveyard must be the very last thing to happen in events to be able to get the effect.

So if you Tribute it for the Tribute Summon of a monster, the last thing to happen is a monster being summoned, not Frog going to the Graveyard.

If you Tribute it for the cost of a card effect, the last thing to happen is the card effect, not going to the Graveyard.

Times it will activate would be like getting destroyed in battle (while face-up).
