I have a Armed Dragon lv10
10 stars, ATK/3000 Def/2000 [Dragon/Effect] This card cannot be normal summoned or set. This card cannot be summoned except by tributing 1 "Armed Dragon LV7" on your side of the field. By sending 1 card from your hand to the graveyard, destroy all face-up monsters on your opponents side of the field.
All fine and dandy, can't use it until I got both Armed Dragons Lv5 and 7.
HOWEVER in the same booster I got the spell card "Level Modulation"
This card says:
Your opponent draw 2 cards. Special summon 1 monster from your graveyard that includes "LV" in its card name, ignoring the Summoning conditions. The monster that was Special summoned by this card effect cannot attack, nor activate or apply its effect during this turn.
Does this mean, if I used a card that made me discard a card from my hand (ie Raigeki Break) and I discarded the "Armed Dragon LV10", I could use "Level Modulation" to bring it to the field from my graveyard? I think it sounds right to me, but I've gotten into a few arguements with people about it. Just want y'all your opinions. Thanks in advance :)

Nope. Armed Dragon LV10 must be special summoned by tributing Armed Dragon LV 7 before you can bring it back from the graveyard to the field. Level Modulation only works if you have cards that can't be special summoned from the graveyard. Cards like Silent Magician LV 8, Horus the Black Flame Dragon LV 8, and Armed Dragon LV 7. There is a way to get around it though and that is use The Graveyard in the Fourth Dimension and return the LV 10 back to your deck. After use it for an effect.
An "LV" monster that normally cannot be Special Summoned except by the method in its text CANNOT be Special Summoned from the Graveyard with "Level Modulation" unless it has been previously Special Summoned by the correct procedure. The "ignore the Summoning conditions" text allows for these monsters to be Special Summoned only after they have been properly Summoned by their own effect. This applies to "Horus the Black Flame Dragon LV8", "Armed Dragon LV7", "Silent Swordsman LV7", "Silent Magician LV8", and "Winged Kuriboh LV10".
Add in Armed Dragon LV10 there.
However, this card CAN bring back lower LV monsters, but the main point is for the Nomi ones.
Also, before you ask, no, you CANNOT use Level Up! on Armed Dragon LV7 to bring out Armed Dragon LV10 either since Armed Dragon LV7 does not have "Armed Dragon LV10" in its text anywhere. You COULD use Level Up! on an Armed Dragon LV10 to bring out an Armed Dragon LV7, but I doubt you'd want to do that.
Tribute AD7 for AD10 then play LU! and LM|or something like this :p |

Given the bad downsides to Level Modulation...(even letting the opponent draw ONE is pretty risky, but TWO...coupled with that the LV can't use its effect or attack)...the only LV monster(s) I'd bring back would be Horus the Black Flame Dragon LV8, Silent Swordsman LV7 or Silent Magician LV8 really...
I didn't think that Level Modulation would work on the Silent Swordsman Lv7 because of it's special ability.....thinking about it, could you use revival cards like monster reborn or monster reincarnation on Lv monsters, especially the Silent Swordsman Lv 7?

1. Silent Swordsman LV7 is a Continuous Effect which are ONLY active while face-up on the field...being face-down, in the Graveyard, in your hand/Deck or Removed From play makes them inactive (which is a face-down Mataza the Zapper CAN have control switched, for example or why a face-down Horus LV6 CAN be affected by Magic Cards)
...all state "This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by...." meaning NOTHING else can Special Summon except the method printed on the card itself OR by cards that would ignore their summoning conditions.
Even then, the only cards that do that are Level Up! and Level Modulation and even with Level Modulation, as stated in my higher post,

however, since you did mention it in your question, there is no reason you can't use monster reincarnation on silent swordsman lv7, since it doens't summon him, just returns him to your hand. although you can't summon him without the lv5 anyways.
Yep...you can add them back to your hand or Deck by cards. Just can't use anything to Special Summon them from the Graveyard except Level Modulation (posted above)
Why not create a few more support cards for the majority of NOMI monsters. That would sound like a good idea. Maybe like do it the way they did the Ojamas.
I know it would probalbly never happen but it is always good to keep an open mind about these things I guess.
Because Nomi's are meant to be hard to summon and each family is meant to be more "unique" in ways than others.
The uniqueness for LVs being, aside from just the family and style, but their support. Unlike other families with Nomi monsters, LV monsters actually have ways to Special Summon Nomi monsters from the Graveyard, completely going against the general ruling for them.
