I just wanted to get clarification on the order of some effects. I Did a quick search but didn't find anything. For instance, take this scenario. I have Bountiful Artemis and Layard the Liberator on the field, Forced Back set on the field, Voltanis the Adjudicator in my hand, and at least two fairies in my GY. My opponent summons a monster, and I activate Forced Back. This would allow for alot of effects, so in what order would they all happen? Thanks in advance.

When Forced Back is activated, Bountiful Artemis and Layard the Liberator's effects activate. Either both activate at the same time, or you can choose which goes off first, not sure.
Then, Forced Back negates the summon, and is resolved. This is when Voltanis can be special summoned via his special summone effect.
Artemis and Layard's effects trigger when the counter trap is activated.
Voltanis' effect triggers when the counter trap is activated and resolved.

Incorrect, Forced Back never lets the monsters be summoned so niether Bountiful Artemis nor Layard the Libertator will get their effects as they were never face-up on the field in the first place.

Maybe read his post first. He said he had those two face-up on the field.
I've got another question about Voltanis: Can you resolve it in a chain?
I.E. You Magic Drain their Graceful Charity and they ditch Smashing Ground, thus allowing their spell to resolve after the resolution of Magic Drain.

1 - Layard the Liberator functions with fairies that are removed from play, according to your scenario you have none. You make reference to fairies that are in the graveyard, however those do not work with Layard.
2 - Both Bountiful Artemis and Layard the Liberator are continuous effects and do not use the chain, you will resolve them immediately after the counter trap has resolved (even if it's between chain links). Just keep in mind that you must resolve the counter trap's effect completely before attempting to apply the continuous effects of the cards you mentioned. Assuming you met the conditions for both cards you would choose which card to resolve first (you either draw a card first or bring back 2 fairies from out of play).
3 - From the current rulings and text on Voltanis, you would be able to special summon it with the same timing as the previous cards you mentioned (between chain links after a counter trap has successfully resolved). In your scenario you will apply all continuous effects first and then special summon Voltanis. Keep in mind that the effect of Voltanis does not target.
what about magic drain? This may be a dumb question but if they discard for Drains effect I assume since a Counter trap was activated that youd get to use layard or artemis' effect.

When somebody discards for Magic Drain, you are only negating the effect not the activation of the counter trap card.
In order for these effects to work a counter trap's activation must have been successful, whether the effect resolves or not does not matter (according to current rulings and text).

The question is a timing issue regarding Voltanis. Can Voltanis miss the timing if you activate a Counter-Trap and the Counter-Trap is not the last thing on the chain?

Though that might seem the case it is not:
"Voltanis the Adjudicator" can be Special Summoned by its effect immediately after your Counter Trap's effects have resolved.
According to the rulings on it, you can interrupt the chain, though, there is no confirmation anywhere about this particular case, this is the ruling at the moment.
Thanks for pointing out the error in my original post, Magus. I meant to say at least two fairies removed from play, but I put GY instead. It was late when I typed up the question :p
also, i don't think you would consider voltanis's special summon text as an effect. its an optional special summon method like cyber dragon or fiend megacyber. i doubt you could negate his summon with divine wrath, but i would assume it could be negated by solemn judgement or horn of heaven.
