do i get priority to flip himself face down when he is brought out during my main phase? (i know i can tribute for him face down, but if i want to do i have the priority?)

Bottomless Traphole is probably why the question was asked, and in BTH's ruling, against Book of Moon, BTH would not be able to remove the summoned monster. In the same context, I would think since flipping Guardian Sphinx f/d was a part of its effect, you would get priority on it and flip GS f/d before something like BTH removes it.
The second question can be answered by going to yugioh-card.com. Yes, Sangan would get his effect this time around, since effects are active again after being brought back from the graveyard.
...Yes you do... The chain goes something like this...
1. Player A activates MST, targeting f/d Call of the Haunted
2. Player B responds by chaining Call of the Haunted, selecting Sangan from the graveyard
Resolving...
1. Call of the Haunted activates, special summoning Sangan to the field.
2. MST destroys Call of the Haunted
3. Sangan is destroyed by the effect of Call of the Haunted
4. Sangan is happy, and he starts a new chain where he gets his search (despite being smited by the Dark Ruler a couple turns back)

1. If you mean when you Tribute Summon it in face-up Attack Position, yes you DO have priority to activate its effect, however, as stated above, the chain resolves backwards so if something like Trap Hole or Bottomless Trap Hole were used, it would still get destroyed by them (and removed in terms of Bottomless) since they would resolve first.
2. No, it is NOT negated since Dark Ruler Ha Des only negates monsters it destroys as a result of battle at that time. It does NOT permanently keep them negated. In this case, Sangan WILL get its effect since it was sent from the field to the Graveyard which is all that was required and since nothing else is negating it or preventing it from happening, it resolves successfully.
