Can someone explain it's effect please? It says "Make the ATK of a monster attacking this card 0 during damage calculation." So does that mean it's kind of like a waboku/negate attack effect?

It's only a one-time use effect, but then again, Suijin and Kazejin also have the same effect. Interesting little bit of self-defense by a monster right there.
Once per game, you can use his effect on an attacking monster 0. meaning Sanga will destroy the attacking monster, unless it's Spirit Reaper or Different Dimension Dragon
It means he makes the ATK of an attacking monster ZERO.
Meaning, an UNMODIFIED SANGA, if attacked, CAN use the effect... and deal 2600 damage to your opponent from your opponent's attack- but it only works on ONE monster ONCE per game.
If a monster attacks Sanga, Kazejin or Sujin if you control them you can choose to reduce the attacking monsters ATK to 0 regardless of their attack, that effect can only be used once.
it means that once per duel you can just make your opponent's monster's atk 0.
That means:
1. If Sanga of the Thunder is in defense position, your opponent will take full damage equal to Sanga's defense (2200) since the attacking monster's atk is 0.
2. If Sanga of the Thunder is in attack position, your opponent will take full damage equal to Sanga's attack (2600) and the attacking monster will be destroyed since the attacking monster's atk is 0.
it means that once per duel you can just make your opponent's monster's atk 0.
That means:

Um, Sanga of the Thunder as well as the other two aren't a "once per Duel" effect like Twin-Headed Behemoth. They're limited to the amount of times the effect can be activated. It's a "once per time this card remains face-up on the field" effect. You can only activate the effect once per time it remains face up.
