I recently checked the official Yugioh site and under the rulings nothing mentioned about not able to use fusion substitutes for twin/end fusions. To me, according to their text you can't but some friend of mine say we can. I need to confirm if this is true.

Your friend is wrong...there isn't any ruling on it because there shouldn't NEED to be such a ruling on it...
Cards that state...
"A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters"
...is literal in its meaning...you can ONLY use the quoted monsters in the actual Fusion Summon of the monster. No substitutes allowed.
They CAN be Special Summoned from the Fusion Deck by other means like Metamorphosis, Cyber-Stein, etc.
peeps say u can use hex fusions but u cant i cheked the rulin on them it says
keep in mind the hexes r the same jus diff attribtes

When you use this monster’s second effect, you also get its first effect. So this monster enables you to perform a Special Summon of a Fusion Monster without “Polymerization”, etc., and also acts as a “substitute” for one of the Fusion Material Monsters.
Using the second effect of this monster does not “properly” Fusion Summon the Fusion Monster. So it cannot be revived from the Graveyard, etc. If you use “Polymerization” then you can revive the Fusion Monster from the Graveyard, even if you used this monster as a “substitute” Fusion Material Monster.
To use the second effect of this monster, you must Tribute this monster plus the legal Fusion Material Monster (s) written on the Fusion Monster. For example, to Special Summon “Master of Oz” you must Tribute “The Earth – Hex-Sealed Fusion” as well as either “Big Koala” or “Des Kangaroo”.
This monster’s second effect cannot be used to Special Summon Fusion Monsters that can only be Summoned by Fusion Summon, such as “Dark Paladin”.

He was asking if you can use the Hex's as a SUBSTITUTE for FUSION SUMMON, NOT use the Hex's second effect.
The second effect of the Hex's can special summon these monsters but ARE NOT considered a Fusion Summon.

Can you please point out where on Cyber Twin/End's text does it say they can ONLY be Fusion Summoned?
They don't, IF the fusion summon of these 2 monster IS conducted by proper Fusion Summon, you CAN'T use Fusion Substitutes, BUT they CAN be special summoned by other means.
The question of the poster was IF they ARE ALLOWED Fusion Substitutes FOR their Fusion Summon.

Yes...before you go all out thinking that you're absolutely right on it, 100% without any dispute (like any noob would), please read the text on the card first.
Dark Paladin is an example because it SPECIFICALLY states...
"This card cannot be Special Summoned except by Fusion Summon"
...which means that, exactly as it says, it CANNOT be Special Summoned in ANY shape or form EXCEPT by a Fusion Summon. That is why you cannot use The Dark - Hex-Sealed Fusion with it, Cyber-Stein, Metamorphosis, Summoner of Illusions, etc, because they are NOT Fusion Summons, just Special Summons straight from the Fusion Deck.
Cyber Twin Dragon, Cyber End Dragon, Dark Balter the Terrible, Fiend Skull Dragon, Ryu Senshi, Super Vehicroid - Jumbo Drill, Cyber Blader, etc ALL state...
"A Fusion Summon of this card can only be conducted with the above Fusion Material Monsters"
...which means that you CAN Special Summon them straight from the Fusion Deck by other methods and not JUST Fusion Summon. The text merely means that IF you were to perform a Fusion Summon (an actual Fusion Summon by means of Polymerization, Fusion Gate, Power Bond, Miracle Fusion, Dragon Mirror, Overload Fusion, etc) then you MUST use the Fusion Material Monster specifically listed on the card without any use of Fusion Substitute monsters.

It's not so bad that you happen to be incorrect.
However, it does look bad that you typed that matter-of-factly (I'm right, and you're wrong), and that you were incorrect.
