Me: I have DD Warrior lady, DD Assilant ,and a face down Torrential
Opponent: has nothing and draws He sets Ceasefire
Me: I draw summon Breaker , He chains ceasefire right away
My question is can I chain Torrential to destroy my monster so I don't lose 1500

Yes, you can.
Since the base event being chained to is the Activation of Breaker the Magical Warrior's effect of placing a Spell Counter on it, which happens immediately upon being Normal Summoned, you may chain Torrential Tribute to the activated Ceasefire since it is still proper timing (Breaker being Normal Summoned).
Chain Link 1 = Breaker the Magical Warrior
Chain Link 2 = Ceasefire
Chain Link 3 = Torrential Tribute
The chain will, obviously resolve backwards....
Chain Link 3 = Torrential Tribute = Destroy all monsters on the field
Chain Link 2 = Ceasefire = Flip all face-down monsters face-up (preventing FLIP: Effects) and inflict damage to the opponent equal to the number of Effect Monsters on the field x 500 points. However, since Torrential Tribute destroyed all monsters on the field, there are no face-up Effect Monsters, so it resolves without effect.
Chain Link 1 = Breaker the Magical Warrior = Spell Counter placed. However, since Breaker the Magical Warrior is no longer face-up on the field, no Spell Counter is placed and it resolves without effect.
correct me if im wrong but i believe that you would miss the timing of torrential tribute because cease fire has already been activated and therefore a monster is not summoned right there

No. Torrential Tributes is NOT like "miss the timing" effects. Summoning does NOT have to be the absolute last thing to happen for it to activate. All that matters is the timing (and, of course, fulfilling any requirements needed), which is correct in this case.

You have to remember that the chain will be build up beggining from the last fact in the game, which in this case was a succesfull summon, so anything in the chain will be in response to the summon.
And, right now, the only m/t that can "miss the timing" are either m/t that specifically say they must be chained in response to a certain card/effect and Counter Traps (which must be activated in direct response to whatever it works on. The only exception being Negate Attack).
