Does Exiled Force's effect still activate if Macro Cosmos/Dimensional Fissure are active?

Yes you can still activate Exiled Force's effect and yes it will still destroy a monster on the field.

Question...how is that possible, when Exiled force specifically says it has to go to the graveyard...NOT out of play???

It doesn't say anything about the graveyard.

There are numerous cards in the game that state that the card be sent to the graveyard then get X effect....but the rulings state they don't need to actually go to the graveyard to get the effect. Besides Exiled Force, Thunder Dragon and Kuriboh come to mind.

I suppose a small difference could be because of cost vs. effect type of thing...

Yes...you can still activate its effect unless Mask of Restrict is in play...

Odd that mask is the ONLY single card that can stop him outside of negation (and even some of that doesnt work).

Yep...only negation that can really work being Divine Wrath...Skill Drain, obviously, not able to reach it...The End of Anubis can't stop it since it's not a Graveyard-activating (specifically) effect...nothing to prevent effects from resolving when removed from play...
