[Re: Horus the Black Flame Dragon LV6] You can activate "Level Up!" and send "Horus the Black Flame Dragon LV 6" to the Graveyard to Special Summon "Horus the Black Flame Dragon LV 8" because sending 1 monster to the Graveyard is a cost for "Level Up!" and if a card is unaffected by Spell Cards, that only refers to effects, not to costs.

On a side note, if your friends are using Level Up!, it is NOT the "proper" way to summon the Upper Level Monsters, like Horus LV8 or Silent Swordsman LV8, and as such, they are not legal for return by Level Modulation.
Each Uppermost Level Monster must be summoned by its card text in order to be considered properly summoned, and just like Level Modulation, Level Up! ignores the summoning requirement.
On another sidenote, you CAN use Level Up! to DOWN the LV monster as long as the LV monster is mentioned in the sent LV monster's text, you can CAN use Level Up! and send, for example, Horus LV8 and Special Summon Horus LV6.

...of course, all 3 monsters sacrifice the Nomi status and gain the almost equally debilitating downside of only getting their effects if Special Summoned by their previous LV, so they might as well be Nomi, u_u;;

Translations...so unless the translators get something very wrong again (like they did with Truesdale, Dark Necrofear and such), they will end up the same way.
At the very least, you can still special summon Lucias and still have a 2800 Attacker. I'll bet if I think really hard, I can think of an application for Allure Queen LV7 without her effect.
Well...like Ultimate Insect LV7, Lucius, without his effect, would only really be good for a Beatstick or fodder for Deck Devastation Virus with his DARK Attribute...Allure Queen LV7 can't really do much else with her 1500 ATK except maybe be Metamorphosis fodder...
You can't even "abuse" her like you could with Relinquished or Thousand-Eyes Restrict as flipping her face-down would "reset" her summoning and you'd lose the effect.
If Ultimate Insect LV7 isnt summoned by the effect of LV5, it will not get the effect of reducing ATK and DEF of opponents monsters by 700, because he was not properly summoned by the effect of LV5. It will just be a regular non-effect, effect monster, like a Special Summoned Monarch.
When I say "properly summoned" I am also talking about the whole "big picture". Not just the Level Modulation "reborn" effect.
Probably just meant about the revival effect...x_x
I only mentioned Level Modulation in the original post to show that it ignored the summoning condition, and not as a way to reborn the Nomi's. Notice how I said, "And like Level Modulation, Level Up! ignores the summoning requirement"
