Can this effect only be activated during your turn? Or when your opponent declares an attack, can you activate CM's effect?

The only Monster Effects that could ever be used during the opponent's turn are....

A.) Monsters that specifically state they can

B.) Monsters that have a specific trigger to an event (Horus LV8, Dark Paladin, Sorcerer of Dark Magic, Maryokutai, A-Team: Trap Disposal Team, etc)

C.) Monsters that get ruled that they can.


Cybernetic Magician is a Spell Speed 1 Ignition Effect that can only be activated during your own turn, during your own Main Phase 1 or 2 and no other time.
