Do I have to play armor penetrating before draw detany for my weapon or once I hit a character can I play it to damage 2 more?

You need to play Armor Penetrating before you draw destiny.

Note that you can play it as a response to using your weapon, but once the weapon's ability resolves (which, if the weapon requires a destiny draw, would mean drawing that destiny), it's too late to play Armor Penetrating.

what slim said is right but as an adiition to that if you have multiple weapons to fire you play it before u fire any of them, the first few can miss and as soon as one hits armor penetrating triggers and you can damage two more people.

does the mutiple weapon thing work with quickdraw as well? or are they the same weapon and wouldn't work?

no Armor penetrating would work with a quickdraw character even if they missed thier first shot with that weapon. Armor penetrating will last your whole turn you can play it in the control phase if u like and as soon as one of your weapons damages a unit it will trigger.

will it trigger multiple times then? or will the effect "wear out" after the first hit?

It says "The next time..."

So, once it's had its effect trigger once, it's "worn out." :D
