cannon solider, heart of clear water + monster = game?
someone equipped heart of clear water with a monster, and summoned cannon solider and said game since he said it was a infinite loop. i said it isn't since the monster with heart of clear water isn't a viable target. he called "konami" and "konami" said it worked. so whose right

Cannon Soldier tributing a monster is a cost to activation him. The monster that Heart of Clear Water is equipped to will be tributed for Cannon Soldier's effect and will deal 500 damage. Cannon Soldier doesn't have a targetting effect.
Cannon Soldier does not destroy the monster in question, it simply tributes it.
In that regard, the monster equipped with Heart of Clear Water will still go to the graveyard for Cannon Soldier's effect, and Heart of Clear Water will be sent to the graveyard due to game mechanic. No infinite loop is possible.
I think that was the confusion or oversight made in that ruling.
On the other hand, if Cannon Soldier's effect said "Destroy one monster on your side of the field and send it to the graveyard to inflict 500 damage" then things wouldn't work either because the monster never hit the graveyard since it was protected by Heart of Clear Water. The appropriate "cost" would have to have been made in order for the effect to resolve properly.
This is why you cannot use Elemental Hero Wildheart in conjunction with Spiritual Earth Art - Kurogane because the tributed monster never made it off the field thanks to Wildheart's ability.

Cannon Soldier is neither destroying or targetting a monster. It's tributing a monster for the cost to activate its effect; which is deal 500 points of Effect Damage. Cannon Soldier doesn't have a targetting effect of any kind.
Sorry, Heart of Clear Water will not protect your monster when you tribute it for Cannon Soldier's effect. Even if it did, you wouldn't deal any damage with Cannon Soldier's effect because it never met its activation cost for the effect; which is tributing one monster.
I'm really trying to follow this, and I certainly don't see what the confusion is. Tributing a Monster has never been used as a way to destroy the monster that was used as the "sacrifice", so what is the real question here???
I still want to know Konami's #, I have a few things I'd like to "discuss" with them . . .
Tribute does not equal destroy
When you tribute a monster you are only tributing, effects that prevent a monster from being destroyed will not protect them from being tributed.
Even if Heart of Clear Water could protect the equipped monster from being tributed, the selected monster would not be an eligable monster to use with Cannon Soldier since a legal monster is always required for an effect to activate. If it can't be tributed, it can't be used for Cannon Soldier's effect.
You can tribute wildheart for the effect of the earth trap just like you can tribute tenkabito shien for the fire trap.
Their effect states they are uneffected by the effects of trap cards, however the reason the spiritual art cards work is that the tributing is a cost for the effect and the effect of both wildheart and shien do not stop you from paying a cost for a trap card with them.
ROFL, were you watching me click around or something shineko?! I was looking up some other stuff just now and found that same ruling in RONIN 8^D I need a better analogy.
*rofl* Nope, no spying here, *watches what you are typing on your keyboard through the window*, just happens that I love to run burn decks and used the fire art with tenkabito shien so I run into the arguement about whether or not I can use it :p
