If my opponent uses enemy controller to take control of one of my beast type monsters and offers his manticore for it...attacks me and proceeds to the end phase which effect ..Manticore of Darkness or Enemy Controller....activates first
and can he offer my monster to bring back his manticore ...I think he can
if my opponent has Stumbling active and i summon Exiled Force do i still retain priority to offer MY Exiled???
in the enemy controller example, in the end phase there are 2 effects that need to be dealt with, enemy controller returning the monster, and manticore of darkness. both effects belong to the same player, so he gets to choose which to deal with first.
so your opponent can choose to deal with manticore of darkness first, and tribute your beast type monster for it before enemy controller returns it.
as for exiled and stumbling, no you do not. the form of priority you are thinking of does 1 thing and 1 thing only, it determines which player can start a chain. trigger effects are added to the chain before any manually activated effects.
once all trigger effects are dealt with you look at the chain, if there are effects on the chain, then you proceed with regular chaining rules based on spell speed and going back and forth between players. IF and ONLY IF there are no effects on the chain will priority be retained by either player.
so in your example, stumbling triggers and starts the chain, at this point the chain has started, and effects can be chained based on spell speed. exiled force can't be chained since he's speed 1, so your opponent can chain trap hole or ring of destruction to destroy it before you can use exiled's effect.

can u use exiled force's effect with Skll Drain on the field?
Yes. Skill Drain doesn't stop Exiled Force because Skill Drain only negates the effects of face up effect monsters on the field. Exiled Force would be in the Graveyard during resolution because of its activation cost.

Since you tribute Exiled Force for its effect, Exiled Force will no longer be face up on the field during the resolution of the effect. Skill Drain can't touch it.
In a similar manner, The End of Anubis can't touch Exiled Force either. While Exiled Force goes to the graveyard for the tribute, the effect itself was activated on the field, where Anubis can't touch it.

Unless something was chained to the Monarch's effect to result in that Monarch getting flipped face down or removed from the field. Skill Drain wouldn't negate the resolution of the effect then since the monster isn't face up on the field.
