To answer your question, on an outdoor map, a flyer does not need to move to soaring to move over blocking terrain(including Barrier).

No, you cannot create a Barrier on top of blocking terrain (not to be confused with elevated terrain).

The problem I'm having here is the rulebook states "A hovering character may ignore the effects of opposing characters and hindering terrain on movement", it doesn't say they ignore blocking terrain.

However soaring does: "Soaring characters ignore the effects of all types of terrain, objects and characters on movement."

So it would seem to indicate that you would have to go to soaring to get out of the cage (at least that's how I'd rule it). I've seen it ruled both ways on the wizkids forum with no comment from DrGandalf.
