Well this is the situation:

I have an elemental hero anvian on my side of the field and my opponent has two cards face down. Next I use common soul to summon ou my neospacian flare scarab . And I would like to know if my Elemental hero anvian got an extra 1300 du to flare scarab ability of just increase by 500

Select 1 face-up monster on the field to activate this card. Special Summon 1 "Neo-Spacian" monster from your hand to the same side of the field as the selected monster. The selected monster gains ATK equal to the ATK of the monster that was Special Summoned by this effect. When this card is removed from the field, return the monster that was Special Summoned by this card's effect to the hand.


Note that it does NOT say "original ATK", so whatever Neo Spacian - Flare Scarab's ATK strength is when it is summoned (its ATK increasing is Continuous and, thus, applied immediately upon being face-up on the field), is the amount of ATK that is applied to the selected monster.
