1 - Mech will be destroyed instead of the machine monster, as per the effect written on the mech.

2 - You can special summon CED/CTD with the effect of the Light Hex, however you may not use the fusion substitution aspect of the Hex if you attempted to fuse with Power Bond or Polymerization since those fusions require that the proper fusion-material monsters be used.
