Is it true that if my flyer with ranged attack is hovering adjacent to his grounded non-flying enemy (who also has ranged attack) that my flyer can execute a ranged attack v. his enemy BUT the enemy cannot range attack the hovering adjacent figure?
Let's say that it is hovering Blastaar v. adjacent enemy Cyclops.
If the only figs involved are the two mentioned (Cyke and Blastaar), then both can ranged attack on each other. If however, Cyke is based by another non-flying opponent, then he cannot use a ranged combat attack.
One more clarification, Cyclops and Thug would need to be on opposing teams (i.e. Cyclops is fighting against Blastaar and a Thug). If Thug was on Cyclops' team it would still be legal to shoot Blastaar.
Hovering: Hovering characters can attack or be attacked using ranged combat, even if the hovering character occupies a square adjacent to the attacker.
Indy rule book page 13:
If the range value is greater than 0 and your character is not in base contact with an opposing character, then you may give your character a ranged combat action.

There you have the general rule that you cannot make a ranged attack when based (or adjacent to an opponent), and the special exception for hovering characters. There really is no need for a FAQ on this.
Stealthed Deathstroke is within friendly Destiny's PC range.
He attacks Dr. Strange with an explosion attack and misses. Can Destiny use PC to permit a re-roll?
You would have to declare that Deathstroke is turning off (not correct terminology, but you get the idea) stealth for the attack action; then, assuming Destiny has LOS to Deathstroke, she can use PC. Remember that if you "turn off" stealth and your opponent has a PC fig that has LOS to Deathstroke and is within range, your opponent would also be able to use PC on Deathstroke's attack.
